AWC Statement on Bipartisan Bill Promoting Product Neutral Efficiency Codes

WASHINGTON – American Wood Council (AWC) President and CEO Robert Glowinski has issued the following statement regarding yesterday's introduction of the Energy Savings and Building Efficiency Act (H.R. 5027) in the U.S. House of Representatives by Reps. Marsha Blackburn (TN) and Kurt Schrader (OR). Among other things, the bill directs the Department of Energy to act only as a technical advisor in the development of energy codes and would prohibit the agency from advocating for any particular energy code, provision or energy savings target.

"Energy efficient construction is in the best interest of consumers and our nation's economy. However, energy codes should be cost effective and product neutral so that all industries are given the opportunity to meet those standards. Wood and other structural products are capable of providing equivalent thermal performance and meeting all energy requirements that do not unfairly call for use of particular products. This bill seeks to ensure that fairness.

"AWC appreciates Representatives Blackburn and Schrader for recognizing that while increased energy efficiency is important, codes should not provide preferential treatment to one product over another. We call on the U.S. House to quickly act on H.R. 5027 to increase the transparency and cost-effectiveness in the development of model energy codes."
